How Appealing:Maryland's highest court teaches University of Maryland students an expensive lesson on sovereign immunity: Today the Court of Appeals of Maryland, that State's highest court, ruled 5-2 that sovereign immunity prohibited University of Maryland students from suing over a mid-year tuition increase even if that increase constituted a breach of contract between the university system and the students.
